Board of Directors

The board of directors of the Agency of Seven Watersheds (ABV des 7) for the year 2012-2013 is comprised of 20 voting members. The MRC representatives are named by their respective organizations, while the other members are elected at the annual general meeting, all for a two-year term. All members of ABV des 7 must be duly mandated representatives of legally formed organizations located or maintaining activities within the territory of ABV des 7. The 24 seats on the board of directors cover three areas of activity representing the various interest groups in the watershed; Municipal, Community, Economic and industrial sectors.  There are 8 electoral colleges in each sector.

In addition to these directors, ABV des 7 also reserves six (6) seats for representatives of government departments and agencies who may contribute to the better management of the aquatic resources and associated ecosystems. While attending the meetings of the board of directors, these latter delegates have the right to speak but do not have voting rights.

Below is a listing of the Agency of Seven Watersheds directors by sector of representation.

MUNICIPAL SECTOR

This sector groups the representatives from the various municipal corporations, the regional county municipalities (MRC) of the watershed, as well as the principal band councils having significant activities within the territory. This sector is comprised of eight (8) electoral colleges, distributed as follows:

  1. Graham Holly (elected representative for MRC Pontiac);
  2. Kari Richardson (non elected representative from Planning or Water Management sectors, MRC Pontiac);
  3. Fabrice Beniey (non elected representative from Planning or Water Management sectors,  MRC Vallée-de-la-Gatineau);
  4. Ota Hora (elected representative for MRC Vallée-de-la-Gatineau);
  5. Caryl Green (elected representative for MRC des Collines);
  6. Stéphane Mougeot (non elected representative from Planning or Water Management sectors, MRC des Collines);
  7. Dave Cassivi, (non elected representative from Planning or Water Management sectors, City of Gatineau);
  8. Nicole Champagne, (elected representative, City of Gatineau).

The directors of the municipal sector may be accompanied by a resource person, but this person does not have a right to vote at the meeting. However, at its discretion, the council may give him or her the right to speak.

COMMUNITY, INSTITUTIONAL & ASSOCIATIONS SECTOR

This sector groups representatives from the residents of the territory, as well as community organizations having their registered offices or significant activities within the watershed. There are eight (8) electoral colleges in this sector, as follows:

  1. Mélanie Renaud (Fédération des lacs de Val-des-Monts);
  2. Louis-Philippe Mayrand (sEAUvegarde Vallée-de-la-Gatineau et Fédération des lacs de la Vallée);
  3. Vincent Veilleux (Representative of Festival La Grande Descente de la Gatineau)

  6. Don Karn (Fédération québécoise du canot et du kayak);
  7. Rodolphe Lasalle, (Fédération québécoise des chasseurs et pêcheurs);

ECONOMIC & INDUSTRIAL SECTOR

This sector groups representatives from businesses and commercial organizations operating within the watershed area. There are eight (8) electoral colleges, as follows:

  1. Annie Parent, Société sylvicole de la Haute-Gatineau pour Scierie Messines (Bénéficiaire de CAAF);
  2. Jean-Jacques Simard (Agronomist);
  3. Eric Dubé, Office des producteurs de bois de la Gatineau (Forêt privée et syndicat);
  4. Benedikt Kuhn, (CLD Pontiac);
  5. Jean-François Mouton, (Chamber of Commerce or Business People Association);
  6. Vacant seat, (Mining sector, gravel and sandpits);
  7. Vacant seat ;
  8. Hélène Larente, Zec Dumoine (ZECs and outfitters).

GOVERNMENT SECTOR

This sector groups representatives of various provincial ministries and government agencies involved in water management. These ministries include notably, Ministère de l’Agriculture, des Pêcheries et de l’Alimentation (MAPAQ),  Ministère du Développement Durable, de l’Environnement et des Parcs (MDDEP),  Ministère des Ressources naturelles et de la Faune (MRNF), Ministère des Affaires Municipales, Régions et Occupation du territoire (MAMROT),  Ministère de la Santé et des Services sociaux (MSSS), Ministère de la Sécurité publique, etc. Government agencies include Hydro-Québec, Société des établissements de plein air du Québec, Tourisme Québec. At the present time, the six (6) representatives are:

  1. François Biron, Ministère de l’Agriculture des Pêches et de l’Alimentation du Québec, (MAPAQ).
  2. Chantal Picard, Ministère du Dév. Dur., de l'Env. et des Parcs du Québec, (MDDEP);
  3. Yves Boutin, Ministère des Transports du Québec, (MTQ);
  4. Yannick Gignac, Ministère des Affaires Municipales, Régions et Occupation du territoire (MAMROT);
